Pour un Sourire d’Enfant (PSE) est une organisation à but non lucratif fondée par Christian et Marie-France des Pallières, présente au Cambodge depuis 1995. Sa mission est d'aider les enfants à sortir de la misère et de les conduire vers des emplois décents, qualifiés et bien rémunérés.
Reconnue par les autorités locales, PSE travaille dans le respect du pays avec les Cambodgiens et s'inscrit ainsi dans une démarche de développement durable.
Six programmes principaux, adaptés aux besoins des enfants, ont été développés : alimentation, santé, protection, éducation et scolarisation, formation professionnelle et aide aux familles.
PSE aide plus de 6 500 enfants et plus de 6 000 diplômés du programme de formation professionnelle de PSE ont déjà réussi à intégrer le marché du travail avec un véritable poste qualifié. PSE emploie plus de 650 personnes au Cambodge (principalement à Phnom Penh) et 6 personnes au siège en France. 400 bénévoles dans différents pays travaillent activement à faire connaître l'organisation par le biais de collectes de fonds, de dons et de parrainages.
En 2000, PSE a reçu le prix des droits de l'homme de la République française.

The primary responsibility is to coordinate all PSE projects financed by dedicated funds:
- Support PSE Project Managers to express and structure their needs
- Ensure that PSE projects are properly defined and followed.
- Report to Project & Grants Director and Head of Fundraising all projects updates related to donor expectations
- In charge of supervising the preparation of project reports, and reviewing them to be in line with donors expectations
- Animate collaborative workshops on project management to empower PSE Project Managers
Project definition
- Understand the programs’ needs in order to identify and prioritize new projects.
- Identify the resources needed.
- Support the project managers in defining projects’ needs, phasing, budget, HR needs and KPIs.
Project validation
- Submit Project Idea and Project Proposal for validation in line with PSE Project procedure established between PSE Cambodia and PSE France.
- Write project proposal and logical framework in line with donors expectations.
Project management
- Support to the project managers in developing project management skills, in understanding project cycle management and in respecting project procedure.
- When needed, select the Project Manager(s), and hand over the project to him.
- Ensure that the budget, planning and deadlines are respected for all the projects.
- Work in collaboration with the teams involved in each project for their optimal implementation.
Project reporting and follow-up
- Have regular meetings with Project Managers to have updates on projects and anticipate project opportunity or risk.
- Ensure the projects’ reporting is in line with the donors’ expectations.
- Schedule the reports planning for the donors.
- Provide required information asked by the donor to the Head of Fundraising and/or Projects & Grants Director.
- Translate reports into English and French when needed.
Procedures improvement
- Implement from the beginning of the Project, the indicators / tools in order to have a qualitative and relevant feedback on the Project’s results
- Update the Project procedure and reporting documents if needed
- Anticipate the needs in terms of testimonies / photos for the donors – work in collaboration with the Communication and Fundraising department.
- University degree in Marketing, Business Administration, Social Development, Political Sciences, Engineering, etc.
- Minimum 4 years’ experience in project management.
- Experience in Quality Control and Risk Assessment
- English and French (mandatory, speaking, writing), Khmer is a plus.
- Strong report writing skills and structuring of ideas.
- Computer skills: Become and remain proficient in all programs necessary to perform the everyday duties of a Project Manager, including Excel and project management tools
- Good communication, coaching and negotiation skills, global perspective and strategic thinking
- Good team player, strong understanding of and ability to meet stakeholders expectations
- Strong attention to detail and numerical accuracy
- Excellent decision making capabilities
- Highly organized with the ability to manage multiple projects simultaneously
- Commitment to PSE’s vision, core values and code of conduct

- Patience, adaptability and flexibility

Duration: 1 year minimum, preferably 2-3 years
Indemnity: According to PSE grid + experience
VSI contract for European Union Nationals, providing comprehensive coverage for healthcare, assistance/repatriation insurance, pension contribution, plane ticket one way and return, plus round plane ticket once a year to home country.
